Even better, make it a short section in the help template (xnc.hlp).  Add 
table of contents to this section.

Not only that, but also make SKIP_SECTION and DONT_SPLIT arguments to the 
NODE command.

And, answering the message about xnc.hlp, it could be just converted to
the manual format.  Then man2hlp would convert it to mc.hlp using exactly
the same code that is used to the manual.  The logo and the table of
contents would be added in place of some commands like NODE.  As an
additional bonus, the text in xnc.hlp will be reformatted to the given
width.

All the required changes don't require any cooperation from the manual 
translators.
