Secondary Navigation Bar

We need to decided on the component position of the Secondary Navigation Bar. My preference for the Secondary Navigation Bar would be to have it located on the right hand side of the page similar to the page http://art.gnome.org/ . I think that works very well, and the GNOME icons in the panel also work very well. Saying that the left hand side would also suffice, similar to the BBC site see:- http://news.bbc.co.uk/1/hi/world/default.stm. The "World" is the page section like "About" then the links below "Africa", "Americas", "Asia-Pacific", "Europe" etc are our page links for the section. Catch my drift.
Quim's suggestion is to have the Secondary Bar Component placed under the Primary Navigation Bar, however I think this will create too much clutter towards the top end of the page.
We need some suggestions regarding the secondary nav bar, to reach a conclusion on the postion of this component ;-).
