It's great that you're identifying these problems.

The sites (roughly speaking) are:

http://gnomejournal.org: quarterly magazine with 6 to 8 artciles written by GNOME contributors. Claus is the current editor.

http://gnomedesktop.org: News site about GNOME - for both internal and external usage.

http://planet.gnome.org: Blog aggregator for GNOME developers - pretty exclusive right now.

http://gnomefiles.org: GNOME application repository.

http://gnomesupport.org: User forums, mailing lists and wiki entirely user-run, with very little developer input right now.

http://www.gnome.org and http://foundation.gnome.org are currently aimed towards users, and failing badly at it. They should be a mix of gnomesupport and gnomedesktop.

http://developer.gnome.org and http://live.gnome.org are intended for developer use.

http://art.gnome.org is intended to get all the artists in one place, and aggregate their work.

As you point out, many of these sites are missing their goals, either because they're not "official" sites, or because they're not analysed in terms of what their target audience wants from the site.
