Desculpe, mas não falo português, mas a rápida resposta é sim ...  (or, in English, the quick answer is yes.)

To run LSR with full translation to Brazilian Portuguese, it would need both a text-to-speech (TTS) engine that can speak Brazilian Portuguese and a translation file for LSR commands (this translation file does not affect the text it reads in other documents, only things LSR tries to speak itself).

LSR's preferred TTS engine is IBM TTS, which does Brazilian Portuguese.  For more details and how to buy it, see: http://www.ttsynth.com/

On the other hand, there is currently NO Portuguese translation for LSR commands, but this is something that is simple to add (you could even contribute this!), and the vocabulary is small.  For current LSR translations, see: http://svn.gnome.org/viewvc/lsr/trunk/po/

You should be aware that LSR is currently not under active development, nor are bug fixes being addressed at this time.  In Gnome, the actively developed screen reader at this time is Orca: http://live.gnome.org/Orca

Orca does has translation file for Brazilian Portuguese, but I'm not sure if it supports IBM TTS.  Another TTS option with support for Brazilian Portuguese is: http://voxin.oralux.net
