Reading Unicode TR #35, web servers are mentioned as one primary application
domain of CLDR locale data. In fact, this is also where the requirement for
gettext's glocale came from. This application domain makes it desirable for
the library to _not_ be dependent on GNOME libraries.
There _is_ the need to be able to locally override the CLDR data. For
example, the de_DE CLDR locale is unacceptable to a German native speaker:
The <quotationStart> and <quotationEnd> are wrong. And in the French
locale, it's <alternateQuotationStart> and <alternateQuotationEnd>
which are wrong.
