[Libxmlplusplus-general] website and reference docs

[murrayc t-online de (Murray Cumming)]

I would like to upload the reference documentation to the sourceforge
website. In fact I'd like us to have a website.

I can put the source in the docs directory and create a make target to
upload it via rsync. I have done this successfully for other projects.
But I don't think I can actually upload it with my current permissions.
