Missing 2.30.1 and 2.31.2 tags

Hello

I don't see libsoup 2.30.1 and 2.31.2 tags on the master branch of 
libsoup repo.

If somebody could take care of it I would be very grateful.
It is easier to track release changes when tags are presents.
