No. Note that OpenSSL's license is, depending on who you ask, at least
in some situations not GPL-compatible. (Which doesn't make it directly
incompatible with libsoup, but does make it incompatible with most apps
that use libsoup.)
Also, eventually, libsoup's SSL support will come from glib, although
that will also be based on either gnutls or NSS (although you could
write your own OpenSSL-based implementation of the TLS extension point
too if you wanted).
