libsoup-maint gnome bugs alias created

If anyone cares, there is now a "libsoup-maint gnome bugs" alias in
bugzilla, which is the default owner of all libsoup bugs. This means
that if you want to watch libsoup bug traffic, you can now click on the
"Account" link in Bugzilla, then the "Email Preferences" tab, and then
add "libsoup-maint gnome bugs" to the "User Watching" section, and
you'll automatically get all libsoup-related bug mail.
