[sigc] website is now in libsigc++2 cvs module

Martin, I have moved the website to the libsigc++2 module, to make our
life a bit easier. And I have update the website text, updated the
Ainsley's tutorial-style manual, and applied Greg Schussman's
corrections to the glossary.

Unfortunately, I don't seem to have the correct file permissions to add
the new manual directory on sourceforge, so could you please upload
this?
