[sigc] problem installing on x86_64

pkgconfig sigc++-1.2.pc file is placed in the wrong spot for x86_64.
Currently placed in /usr/lib/pkgconfig, but for x86_64 pkg-config is
installed in /usr/lib64/pkgconfig.
setting PKG_CONFIG_PATH is a workaround, but annoying.
