It appears someone in the past at least tried to build libchamplain
for Windows (see commit 7bef303) but that's about all what has been
done for the Windows port.
I once asked Martin Pitt (a prominent pygobject maintainer) what the
status of windows builds were, and he said he'd never used it but
didn't see any technical reason that it couldn't work.
As far as I understand it, once you've got the pygobject layer in
place, everything else should just fall right into place.
