[LaTeXila] [ANNOUNCE] LaTeXila 2.8.3, and information on the coming 2.10 version

Hi,

A new minor release is out.

For those who are wondering, there will be a 2.10.0 release at the same 
time as GNOME 3.10, around September 25. Currently there are only a few 
changes for the 2.10 version, to be up-to-date with regards to the 
completion framework of GtkSourceView.
