the signature of that is:

window_state_event (Widget self, Event event) : Boolean
Which returns the GdkEvent object.

which has a property 'window_state'
window_state : Gdk.EventWindowState

which has a property send_state..
so try
print ("event received! => " + e.window_state.send_event);
