[HIG] Command line args

One for a future revision, perhaps, but it did just occur to me that
there's nothing in the HIG about designing command line arguments, or a
table of standard/conventional arguments  (in the sense that '-v'
usually means 'verbose mode', for example, rather than the standard
arguments provided by X or gtk).
