Cursor blinking is dealt with at the desktop level by the Dekstop
Preferences->Keyboard dialog. Individual applications shouldn't be
doing anything different (indeed, I don't even know if they can, if they
use standard gtk widgets), which is why we didn't mention it :)
Obviously if there things other than cursors that flash in your
application then the user should have control over those (possibly by
repsecting the same setting as the cursor uses)... I think there's a
guideline in there to that effect, unless it was indavertently
deleted...
