This might be obvious, but I would figure out a way to visually differentiate
the levels of "requiredness" of the guidelines and the guidelines themselves
from the rest of the text. The Java Look and Feel Design Guidelines did a good 
job using glyphs to indicate the types of recommendations as well as special 
topics around accessibility, etc.
