We can definitely connect you with some potential GNOME speakers located in India, I copied them in the email. If the event and date is confirmed  (16-18th September) we can start talking to potential speakers and invite them.

You can also find all the user groups (located in India) on https://live.gnome.org/UserGroups#GNOME_India if you target also students, school holiday is approaching, you may want to promote the event among other groups before the summer holiday?
