Right so its the swedish embassy and consulates are handling visa
requests from China not Migrationsverket. Which embassy depends on
which region in China person is a resides of, some more details about
this are available here [1]
I suggest we compose a standard invitation letter with info about the
event, dates etc add a contact person and let a person within the
foundation who have experience reading invitation letters review it.
Anyone who wants to contact swedish embassy's and or consulates in
China to ask more specific questions about this, are very welcome to
do so. The person I spoke with at Migrationsverket did not think there
was any liabilities imposed on anyone involved.

Hi team,
We need a volunteer to get in touch with Migrationsverket and check a
few things about visa letters:
- what information the letter needs to state?
- can the GNOME Foundation sign the letter? Or does it have to be
signed by a Swedish citizen?
- what are the liabilities imposed on the person/organization signing
the letter?
Andreas and I will be abroad for the next two weeks. We can check that
when we come back, but the earlier we get this sorted out the better.
Here's the email on guadec-list that triggered this discussion over
#guadec the other day:

Volunteers? :)
