[guadec-local] Suggestion to vote on keynote invites

Right so we have had some discussions about how to decide who we are
going to invite as keynote speakers to the conference. I suggest we
vote on the issue (this is something we have done when deciding FSCONS
keynote speaker invites).

We could use the CIVS tool [1] for this, a Free /Open Source web
service where voters rank options. The list of current keynote speaker
suggestions are here [2].
