If you still want it to be a Drupal, you can disable all users (except
admin), disable new users registrations, remove permissions to create and
edit content (probably you just need 'view content'), disable comments
and... you're mostly done. You would still need to apply security patches
and probably migrate the site to a new version every 2 releases.
