so far, it's used for both. If anything's marked "fuzzy", it should
be checked by a human. This can mean it the segment was a less than
100% match (for whatever reason, e. g. from the gettext utilities)
or the translator set the segment as fuzzy for revision.
There isn't (yet?) a way of making a clear distinction between
different kinds of non-finalized segments, except the good but
non-formalized possibility to add comments in the po-file.
