There are two examples with animation among the gtkmm demos.
https://git.gnome.org/browse/gtkmm/tree/demos/gtk-demo/example_images.cc
shows an animated gif file.
https://git.gnome.org/browse/gtkmm/tree/demos/gtk-demo/example_pixbufs.cc is
a different kind of animation with png files.
