It works like I think you want it to work, if I delete
  value_entry->set_halign (Gtk::ALIGN_START);

The default alignment is Gtk::ALIGN_FILL.
  value_entry->set_halign (Gtk::ALIGN_FILL);
works the same as no call to set_halign().
