atkmm maintainership

atkmm (previously in the gtkmm module) is now a separate git module and
tarball release.

I have not paid much attention to atkmm in the last few years, so there
is probably new API in ATK that has not been wrapped. And it's API
documentation probably needs some improvement.

I'd be happy if somebody else was interested in maintaining atkmm
because I am unlikely to show it more love now than I have in the past.
