libglademm is included in the windows installer.
if you want to build libglademm then download glade from

http://ftp.gnome.org/pub/GNOME/binaries/win32/glade3/3.6/

  and download sources from 
  
http://ftp.gnome.org/pub/GNOME/sources/libglademm/

and use the msys shell to build libglademm.
