Aas far as I know, Gtk::ScrolledWindow can easily be replaced by a 2x2
Gtk::Table, and two scrollbars you create yourself. There is nothing
special about Gtk::ScrolledWindow. The actual connection between the
scrollbars and the widget being scrolled is made via Gtk::Adjustment
objects.

It can be done. However, I'm not sure whether it's a good idea to
reimplement the Gtk::Scrollbar behavior only to change the appearance.
Have you looked at RC files and theme engines?
