What packages are you referring to, the Fedora ones ? gtkmm24 doesn't 
ship with RHEL5, though the EPEL project currently has RHEL4 RPMs (and 
will carry RHEL5 ones soon).

Also, things like Requires: and BRs: tend to be very distro-specific. 
That's probably why nobody is maintaining the tarball spec.in files...
