Documentation for IconTheme::list_icons says:
"context  A string identifying a particular type of icon, or 0 to list al=

icons."

The argument is of type Glib::ustring&, so it's not possible to pass NULL=
.

Some mechanism should be provided to access the "list everything"
functionality.
