You don't really need frames at all: take a look
at /usr/share/nautilus/glade/nautilus-file-management-properties.glade
with glade-2 to see how nautilus is doing it in your example.

An alternative to their method (hbox with a space-filled label at the
left) is to use an alignment and set the left padding property.
