Yes, it seems you are right!!
I install again GTK with a path without space and i set my
PKG_CONFIG_PATH with the two directory and the output of pkg-config.exe
looks like the output in the document

Maybe your problem is the space in the path to GTK : "C:\Progam
Files\Common Files\GTK\2.0\lib\pkgconfig"

Have you try to target the PKG_CONFIG_PATH variable on
C:\Dev-Cpp\gtkmm\lib\pkgconfig ?

PKG_CONFIG_PATH accepts many paths comma separated
ex : C:\Dev-Cpp\gtkmm\lib\pkgconfig;C:\GTK\lib\pkgconfig
