2.6 header locations

I was updating the glibmm/gtkmm Fedora Extras 2.4 rpm specs to build 2.6
packages and noticed that 2.6 installs headers
into /usr/include/gtkmm-2.4 and uses gtkmm-2.4.pc for pkgconfig.

I also noticed that the gnomemm-2.10 libs still use gnomemm-2.6
directories.

Is this intentional or a bug?
