Darius,
I have used floating toolbar with Gnomemm2.
Take a look at MainWindow::install_menus_and_toolbar () function in
http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/gwavmerger/gwavmerger/src/MainWindow.cpp?rev=1.6&content-type=text/vnd.viewcvs-markup
Variable 'toolbar' is a floating toolbar user can detach and drag to any
place on the desktop.
Here's scenario where the function is used:

hope this helps,
-Vlad
