Basically Red Hat had to draw the line somewhere in what to include
and what to leave out, and those decisions were based on a number of
factors including:

 - available disk space (1, then 2, then 3 CD-ROMs)
 - available mainainer within Red Hat
 - needs of other packages included.

There has always been stuff that people wanted that was left out for a
combination of those reasons.

From following the Red Hat mailing lists they haven't worked out the
full details yet (it will involve somehow getting connected to their
internal stuff used for maintaining the distributions).

Basically most of the stuff Red Hat is putting into place with the new
project will not see results in the release after the current one (ie.
approx March 2004) as there simply is not enough time for Red Hat 10
(feature freeze is August 8, followed by 2 more betas, with release
Oct 6).
