Could you please give more information on
1. The compiler you use (mingw-gcc ? version ?)
2. The way you build the library (configure script or hand-made makefiles ?)
I guess you're experiencing the impgen bug which is described at
http://bugzilla.gnome.org/show_bug.cgi?id=91033
Did you try to build gtkmm from CVS ?

and it's add the sublib $(top_builddir)/glib/glibmm/libglibmm-1.3.la
and make don't giveme any error in it.
