That particular build is generally unportable.
It will probably work ok on any perl-5.24.x built using a Microsoft
compiler, or a mingw-built perl-5.24.x that was built using gcc-5.4.0.
But, for other perl-5.24.x builds that don't fit those conditions, you could
expect problems with missing dll "entry points".

I do, however, have portable (hacked) binaries for Glib-1.325, Cairo-1.106,
Cairo-GObject-1.004, Gnome2-Canvas-1.002, Pango-1.227, Gtk2-1.24992,
Gtk2-GladeXML-1.007, Gtk2-WebKit, HTTP-Soup-0.02 (git),
Glib-Object-Introspection-0.042, Image-RSVG-0.07 and Gtk3-0.031.

NOTE: These Gtk+-based modules are standalone and insular - ie they take no
notice of any Gtk+ installation that is in the user's path.

The Gtk3 package isn't quite right yet.
The t/overrides.t test script is crashing because "schemas" are missing - so
I need to sort out what I've messed up there. (All other tests pass.)

But if you want to give it a go, on either ActivePerl or StrawberryPerl:
ppm install http://www.sisyphusion.tk/ppm/Gtk3.ppd

Or you can just grab the binaries (tarred and gzipped blib) directly. (The
ppd files list the locations.)
