Well, Glib and friends do declare their dependencies: in the generated
Makefile and in META.yml. Unfortunately, there has been no way to
specify Makefile.PL-time dependencies until very recently. Now we have
the configure_requires field in META.yml, and unstable Glib offers

Once the new stable series starts, I hope our unattractive CPAN testers
profile starts to improve; or at the very least I hope the reason for
its unattractiveness will be actual failing tests instead of just bogus
CPAN.pm/CPANPLUS.pm behavior.
