Win32 permission problem: GladeXML.dll

I just did a fresh install of ActiveState Perl ( 5.8.7 ) and modules ( 
Gtk2, Gtk2-GladeXML, etc ) from the Gtk2 repository, and I'm getting a 
strange error on startup of an app:

Can't load 'C:/Perl/site/lib/auto/Gtk2/GladeXML/GladeXML.dll' for module 
Gtk2::GladeXML: load_file:Access is denied at C:/Perl/lib/DynaLoader.pm 
line 230.
at C:\posting\posting.pl line 8
Compilation failed in require ... ...

Line 8 is:
use Gtk2::GladeXML;

I get this error when logged on as a Windows 2000 user ( Power User ). 
If I log in as Domain Administrator, the error doesn't occur.
I tried uninstalling all Perl stuff, deleting my C:\Perl folder, and 
re-installing everything as a user. I got exactly the same problem.

Any ideas?
