Build problem Gtk2-1.037

On Mandrake 9.2, 'perl Makefile.PL' fails with:

*** can not find package gtk+-2.0 >= 2.0.0
*** check that it is properly installed and available in PKG_CONFIG_PATH
 at Makefile.PL line 64

is there some devel package that I need to have installed? I can compile
other Gtk2 stuff OK..
