This is OK (MakeMaker stuff in fact)

This is not. It seems that your Makefile.PL has a time stamp in the
future (relative to your system time). It's either a unpacking problem
or your system clock is set on a date in the past. 

As a work-around: ``touch Makefile.PL'' should fix this.
