Glib/Gtk runtime version checking

i just committed code to Glib/Gtk2 that checks that we're linked against
at least as new a version of glib/gtk+ as we compiled against. this
shouldn't cause anyone problems, the cases where this would be
encountered would be rare. let me know if anyone has any issues.
