Win32 again

I recently saw a discussion of a gtk-perl port to win32 discussed on the
list, but it appeared from the instructions to use the Cygwin X stuff. 
Has anyone completed a port to win32 using native Win32 for the
windowing and ActiveState for the perl?  Is there a big obstacle or is
it just that not too many folks are interested?  I don't have a good
Win32 C environment.
