It seems that ragel package URL is invalid, I got this error text stored as tar.gz file:
The requested URL /wp-content/uploads/2014/10/ragel-6.9.tar.gz was not found on this server.
New URL for the same package is now:
http://www.colm.net/files/ragel/ragel-6.9.tar.gz

Thank you. They haven't been very good at finding a stable home for their downloads; the same thing happened with Ragel's old home at
complang.org not too long ago.
If you get a chance to change the "ragel" repository URL and send a Bugzilla patch or pull request, that would be great!
