Yes, Xcode 4.4 supports only 10.7 and 10.8. It was a bit rude of Apple to offer Xcode 4.4.1 as an upgrade, and even ruder to nuke your older Xcode, but so it goes. The older Xcodes are available from
Just search for "Xcode" and go to the second page. 

Xcode 4.2 and later are drag-and-drop installations, so you can have as many as you like installed -- I suggest renaming them to (e.g, the one you just installed should be I've jiggered .jhbuildrc to respond correctly to xcode-select and $DEVELOPER_DIR, so you can set up different configurations in .jhbuildrc-custom for different purposes if you need to.

for how to use even older versions (the ones that used to install in /Developer) for building for Lion and Tiger.
