Yes, Xcode 4.4 supports only 10.7 and 10.8. It was a bit rude of Apple to offer Xcode 4.4.1 as an upgrade, and even ruder to nuke your older Xcode, but so it goes. The older Xcodes are available from https://developer.apple.com/downloads/index.action
Just search for "Xcode" and go to the second page.
Xcode 4.2 and later are drag-and-drop installations, so you can have as many as you like installed -- I suggest renaming them to Xcode-version.app (e.g, the one you just installed should be Xcode-4.4.1.app). I've jiggered .jhbuildrc to respond correctly to xcode-select and $DEVELOPER_DIR, so you can set up different configurations in .jhbuildrc-custom for different purposes if you need to.
See https://live.gnome.org/GTK%2B/OSX/Building#Installing_XCode_3_on_XCode_4_systems
for how to use even older versions (the ones that used to install in /Developer) for building for Lion and Tiger.
