What am I doing wrong?

Looks like a pkg-config problem. Did Gtk+ (either 2.24 or 3.6) build? Is the .pc file in gtk/inst/lib/pkgconfig? Do you have PKG_CONFIG_PATH defined in your environment in a way that would override one that jhbuild sets up?

Try starting a jhbuild shell and running `pkg-config --cflags gtk+-2.0 gtk+-3.0`.
