Are you installing packages manually?

Anyway, it seems you're missing dconf; without it, GSettings won't be
able to store data permanently.

$ dpkg -l | grep dconf
ii  dconf-cli                                                   0.26.0-1                             amd64        simple configuration storage system - utilities
ii  dconf-editor                                                3.20.2-1                             amd64        simple configuration storage system - graphical editor
ii  dconf-gsettings-backend:amd64                               0.26.0-1                             amd64        simple configuration storage system - GSettings back-end
ii  dconf-service                                               0.26.0-1                             amd64        simple configuration storage system - D-Bus service
ii  dconf-tools                                                 0.26.0-1                             all          transitional dummy package
ii  libdconf-dev                                                0.26.0-1                             amd64        simple configuration storage system - development files
ii  libdconf-doc                                                0.26.0-1                             all          simple configuration storage system - documentation
ii  libdconf1:amd64                                             0.26.0-1                             amd64        simple configuration storage system - runtime library
ii  xnetcardconfig                                              0.3.0-1                              all          Simple network card configuration wizard for X

Ciao,
 Emmanuele.
