Why intl.dll needed ?

Hi All,

         I'm having an application that uses libgtk-win32-2.0-0.dll and 
libgdk-win32-2.0-0.dll and intl.dll.
I have installed gstreamer using GStreamer-WinBuilds-GPL-x86.exe.

         In this package libgtk and libgdk are there, but not intl.dll

         So i'm not getting my application working. Then I tried with 
the gtk runtime libraries, at that time it was working fine.
Because, in that it has libgtk and libgdk and intl.dll, So I need to 
know, why intl.dll is needed.

         One more thing is, the versions of the libraries which i got 
from gstreamer and gtk packages are same, but not the size of those two 
(libgtk and libgdk) are not same.
