CFLAGS=`PKG_CONFIG_PATH=~/gtk2/lib/pkgconfig:$PKG_CONFIG_PATH pkg-config --cflags gtk+-2.0`
LIBS=`PKG_CONFIG_PATH=~/gtk2/lib/pkgconfig:$PKG_CONFIG_PATH pkg-config --libs gtk+-2.0`

(you might have to replace ~ by the real path)
