It is not GtkWindow, But GtkDialog defined:

settings_window = gtk_dialog_new_with_buttons("Settings", NULL,
       GTK_DIALOG_DESTROY_WITH_PARENT , _("OK"), GTK_RESPONSE_ACCEPT,
       _("Cancel"), GTK_RESPONSE_REJECT, NULL);
   gtk_window_set_modal(GTK_WINDOW(settings_window), 0);
