gtk program failure?

In the gtk suite, the program gtk-update-icon-cache does not seem to honor
it's " --force" flag. During an aborted make and trying again I receive the below:

gtk-update-icon-cache: Failed to open file stock-icons/.icon-theme.cache : File exists
make[2]: *** [gtkbuiltincache.h] Error 1
N.B. This only happens after an "invalid cache" make. That means to me that "gtk-update-cache" is erroneously parsing its arguments.
